Part: Corporate Vision, Values, and Management Philosophy of APPC

The year 2025 marks a new beginning and a new journey for APPC, as the company enters a new phase of development.

  1. APPC’s Vision

: Build the “Four Ones” and “Seven Excellences” projects:

World-Class Enterprise: Establish APPC as one of Thailand’s most successful companies and a globally leading enterprise.

Landmark Udon South Project: A model of safety, environmental protection, and social welfare; a green and smart potash mine in Thailand; a benchmark investment project and a symbol of the China-Thailand community with a shared future, embodying the spirit of “China and Thailand as one family.”

Outstanding Achievements: Secure patents for potash mining technologies and establish technical and managerial standards for potash mines.

Talent Development: Build a world-class management team, cultivate specialized professionals in potash mining and processing, and achieve a high localization rate for technical and managerial staff.

“Seven Excellences”: Excellent investment decisions, project construction, production operations, investment returns, technological innovation, safety & environmental protection, and social feedback.

2.APPC’s Core Values

Among Shareholders: Foster complementary strengths, unity, cooperation, and mutual benefit.

Among Employees: Encourage mutual respect, understanding, and learning; work together toward shared goals; jointly build a world-class mine and a monument of China-Thailand friendship.

For Local Communities: Increase local employment, support education, and promote rural development; enhance Thailand’s potash fertilizer supply and agricultural growth; boost tax revenues for the Thai government and Udon Thani, driving socio-economic progress in Northeast Thailand.

Udon South Project: Create a multi-stakeholder success—benefiting Thai farmers, Udon Thani residents, the Thai government, and APPC.

3. Management Philosophy and Mechanisms

Six Mindsets: Systems thinking, mega-project thinking, global perspective, win-win collaboration, prudent operations, and compliance.

Five Reverences: For life, nature, mining, duty, and regulations.

Four Development Models: Owner responsibility, competitive bidding, engineering supervision, and contract management.

Three Highs, Four Standardizations, One Creation“:

Three Highs: High starting point, high standards, high quality.

Four Standardizations: Standardized design, mechanized construction, checklist-based supervision, and professional management (flat organization, integrated construction-operation, standardized project management, digital & smart controls).

One Creation: Build a world-class operations team.

Part II: APPCs 2025 Work Plan for Safety Production

1.HSE (Health, Safety & Environment) Goals

Uphold the “Six Zeros” principle

  • Zero fatal/severe production safety accidents.
  • Zero fire/equipment losses exceeding 3 million THB.
  • Zero natural disaster-induced incidents.
  • Zero occupational diseases
  • Zero environmental accidents.
  • Zero major negative HSE-related publicity.

2.Safety Guidelines

            Implement the “Five Persistences” :

  • Prioritize people and life above all.
  • Adhere to “Safety First, Prevention Mainly, Comprehensive Governance.
  • Maintain stability while pursuing progress.
  • Embrace high standards—halt work rather than risk safety.
  • Achieve “Everyone Advocates Safety, All Can Respond to Emergencies.”

3. 2025 EHS Progress

Since the project handover on March 13, APPC has:

  • Established 4 EHS management bodies (e.g., Safety Production Committee). Drafted 7 safety regulations, including interim safety responsibility rules.
  • Conducted office hazard inspections (April 22), identifying risks in fire safety, lightning protection, and power supply—highlighting areas for improvement.
  • Key Next Steps

4.1 Strengthen HSE Systems เสริมสร้างระบบ HSE

Expand from 7 core rules to specialized policies (e.g., construction safety, training, electrical safety).

 4.2 Clarify EHS Responsibilities

  • Enforce “Dual Responsibilities for All Roles”, assigning accountability at every level. บังคับใช้
  • Sign Safety Target Agreements with departments by May.
  • EHS Department: Oversees engineering safety, environmental compliance, and occupational health
  • Admin Department: Manages asset, traffic, and food safety.
  • Engineering Department: Ensures “Three Simultaneities” and supervises contractor safety plans.

4.3 Enhance Training

Develop structured safety education programs.

4.4 Tighten Contractor Management.

Implement “Four Strictnesses” and “Five Musts” for contractor safety.

4.5 Hazard Prevention

Focus on fire risks in temporary offices and worksites via targeted inspections.

4.6 Emergency Preparedness

Build response systems (e.g., fire/flood drills).Stock emergency supplies (e.g., firefighting, flood control).

Every employee must remain vigilant, taking concrete steps to ensure safety and support APPC’s rise as a world-class potash enterprise.
